Bike Description

Someone has  cut off the two D locks I used to secure my Teman black and yellow bike on a bike rack in Islington. Both locks have been cut off with an electric cutter in broad daylight on a busy Islington street. Not sure if that was the council but I have not seen any notes. Someone has stole my front wheel and saddle a few weeks ago and I have ordered new ones online to replace but didn't get a chance to do it yet, so I am thinking if the council thought it's abandoned and removed it. Any ideas how to check?
