Black male in hi-vis jacket and Balaclava, 20-30 old cut through two locks. It happened in front of Tate Modern gallery (turbine hall entrance), junction of Holland and Hopton st, I was 2 mins too late and the thief cycled away down, Holland st, then Sumner st.
