Theft Description

Stolen on walton well road, Oxford outside WC lucy and co at around 14.40.  Bike was attached to a sign with a ~9ft pole.  Thief, reported as wearing a bright green top by a witness, cut off the sign and lifted the bike of the pole using a nearby wall.
