Theft Description

Guy went into the underground car park riding his own bicycle. Stole the rear wheel of another bicycle, rode to mine, took out the frame (I committed the mistake of locking it only by the rear wheel...) and fix the other rear wheel onto my frame. Then left riding. He's all throughout the CCTV performing the theft so he can easily be identified. Attaching a picture of the guy as well.
