Stolen from secured bike locker outside Telford & wrekin Council offices at Darby House, Telford. Thief caught on CCTV wearing blue jacket using bolt cutters to open door. Padlock was still in tact as broke door apart to get to bike. Water bottle was found next to pub by train station heading towards Stafford Park so would have fled in this direction shortly after 9.30am.
